A collaboration announced today by departments of two of the worldʼs top universities will give learners around the world greater access to high quality internationally recognized language qualifications.
University of Cambridge ESOL Examinations and the University of Michigan English Language Institute Testing and Certification Division have joined forces in a new collaboration that will promote the Michigan English language exams around the world. It will also work with stakeholders in different commercial and educational sectors, especially in the USA, to develop testing solutions precisely tailored to their needs.
Cambridge and Michigan are teaming up at a time of rapid growth in the global market for English language tests, with enormous demand for high-quality assessment for education, business and migration. Both organizations emphasize the need for learners and institutions to be able to choose between a range of tests that exactly meet their needs, rather than generic ʽone-size-fits-allʼ solutions.

We are both university-based, not-for-profit exam boards, committed to high-quality assessment and to supporting research and learning, and we both have teams of highly qualified, committed and professional staff.”

A new entity -- Cambridge-Michigan Language Assessments (CAMLA) -- will deliver the collaboration, with a management board from both Michigan and Cambridge. Employees of the University of Michigan testing division will continue as University of Michigan employees under the new arrangements.
The scope of the collaboration will be to develop and promote the Michigan tests and new services. It will not affect the Cambridge ESOL exams or IELTS.

Λουκέτο και σε δεύτερο κολέγιο που δεν προσαρμόσθηκε στις επιταγές του νόμου, έβαλε το υπουργείο Παιδείας. Πρόκειται για Hellenic American University. Η υπουργός δήλωσε χαρακτηριστικά ότι θα σταματήσει η ανομία.
"Δεν ξέρω τι συμβαίνει στην Αλαμπάμα" είπε χαρακτηριστικά, "αλλά εδώ θα σταματήσει η ανομία. Υπάρχουν κανόνες και τα Κέντρα Μεταλυκειακής Εκπαίδευσης είχαν ικανό διάστημα να προσαρμοσθούν στο νόμο".
Μάλιστα η υπουργός κάλεσε τους φοιτούντες σε αυτά τα κολέγια να προσέχουν.

Ενόψει της νέας ακαδημαϊκής χρονιάς, το ελληνικό γραφείο του Cambridge ESOL προετοιμάζεται για μια ακόμη δυναμική παρουσία σε σημαντικό αριθμό εκδηλώσεων στο χώρο της ξενόγλωσσης εκπαίδευσης, με επίκεντρο τη συμμετοχή μας στις φθινοπωρινές International Publishers Exhibitions Θεσσαλονίκης και Αθήνας.
Η συμμετοχή μας στο ενημερωτικό σκέλος των εκθέσεων περιλαμβάνει μία ομιλία για μία από τις πλέον ενδιαφέρουσες και σημαντικές εξελίξεις στο χώρο των εξετάσεων: το λανσάρισμα του FCE for Schools.

Το Cambridge ESOL βρίσκεται στην ευχάριστη θέση να ανακοινώσει ότι δεν θα επιβάλλει αύξηση στα εξέταστρα του Πανεπιστημίου στην Ελλάδα για το ακαδημαϊκό έτος 2010/2011.
Η απόφαση αυτή ελήφθη μετά από διαβουλεύσεις μεταξύ του Cambridge ESOL στο Ηνωμένο Βασίλειο και του ελληνικού γραφείου, προκειμένου να στηρίξει τους υποψήφιους και τις οικογένειες τους, οι οποίοι μπορεί να έχουν επηρεαστεί αρνητικά από την τρέχουσα οικονομική κρίση.
Η απόφαση αυτή, έρχεται παράλληλα με την ελπίδα ότι οι συνάδελφοί μας στην ελληνική αγορά θα συμβάλλουν από την πλευρά τους τα μέγιστα στην υποστήριξη των υποψηφίων μας και των οικογένειών τους κατά τη διάρκεια μιας εξαιρετικά ταραγμένης οικονομικά χρονικής περιόδου.

Να ακυρωθεί απόφαση της υπουργού Παιδείας (1.3.2010) με την οποία διατάχθηκε το σφράγισμα κτιρίου επί της οδού Καπλανών 12 που στεγάζεται ο Hellenic American University αλλά και η αφαίρεση επιγραφών που ανέγραφαν την επωνυμία του, ζητεί με προσφυγή στο Συμβούλιο της Επικρατείας το Hellenic American University και η Ελληνοαμερικανική Ένωση.
Με την προσφυγή του το Αμερικανικό Πανεπιστήμιο στρέφεται κατά του Ν. 3696/2008 που καθορίζει τους όρους και τους κανόνες λειτουργίας των Κολλεγίων και των Κέντρων Ελευθέρων Σπουδών στην Ελλάδα. Υποστηρίζει ότι δεν εμπίπτει στις νομοθετικές στις διατάξεις για την λειτουργία των Κολλεγίων, καθώς αποτελεί δημόσιο Πανεπιστήμιο. Όπως αναφέρει μάλιστα, η ίδρυσή του προβλέπεται με αμερικανικό νόμο του 2004 που ψηφίστηκε από Ολομέλεια της Γερουσίας και της Βουλής της Πολιτείας του New Hampshire.
Ακόμη το Hellenic American University και η Ελληνοαμερικανική Ένωση αναφέρουν στην προσφυγή τους ότι η σφράγιση του Πανεπιστημίου είναι αντίθετη στην υπερνομοθετικού περιεχομένου διμερή συμφωνία επιστημονικής και τεχνολογικής εκπαίδευσης μεταξύ Ελλάδος και ΗΠΑ που κυρώθηκε με νόμο το 1991. Συμφωνία η οποία υπερισχύει του νόμου για την λειτουργία των Κολλεγίων επισημαίνεται στην προσφυγή.

Cambridge ESOL is starting a comprehensive review of its Proficiency exam to ensure it continues to meet test taker and teacher needs in the 21 century. A revised version of this prestigious, high-level qualification is due to be introduced in 2013 on the hundredth anniversary of the exam. The review process kicked off with a meeting in Cambridge in November with senior consultants who chair the item writing teams and act as principal examiners for each of the papers. The meeting considered a range of options for developing the exam to make it attractive and relevant to universities and employers, as well as to candidates who need to demonstrate a very high level of skills in English. One likely development will be a reduction in the overall length of the exam, without compromising either the rigour and thoroughness of the assessment or the level of the test; this has been a particularly popular feature of the revised First Certificate in English (FCE) and Certificate in Advanced English (CAE) exams introduced last year.
Cambridge ESOL has already completed an online survey to gather the opinions of teachers and exam administrators, and the revision programme will involve an extensive process of research and validation, trialling and consultation with teachers, candidates and other stakeholders.
Cambridge ESOL Subject Manager Ron Zeronis - who is managing the revision programme - explains that the revision will follow Cambridge ESOL's well-established methodology for revising and updating exams which is described in detail in several volumes in the series Studies in Language Testing, published by CUP. ʽItʼs part of Cambridge ESOL's ongoing commitment to ensure that all of its exams remain up to date with best practice in language learning, teaching, assessment and technology and that they continue to meet the needs of learners, teachers and recognising organisations all over the world."
New version of First Certificate in English (B2 level) for school-age students

Following the successful introduction of KET for Schools and PET for Schools, Cambridge ESOL is pleased to announce that a new version of the First Certificate in English will be available in 2011, designed for those who are learning English as part of their full time education.
The format for the new exam is the same as the existing First Certificate and covers the same range and level of English language skills. The content of the exams will be designed specifically for this age group, covering topics and situations that they are likely to be familiar with. By including language typically used in the classroom, the new exam is ideal for use in schools where language learning is integrated with other elements of the curriculum.
Roger Johnson – Director of Assessment and Operations Group at Cambridge ESOL explains: "English is becoming a core subject in the school curriculum all over the world, and students are achieving a high level of language skills at a younger age. This new version of First Certificate in English will meet the needs of these students by giving them a well-known, internationally recognised qualification and the motivation to learn English. First Certificate is already taken by hundreds of thousands of learners all over the world, and this development will make it accessible to a new generation."

Από τη Διεύθυνση Πιστοποίησης της Γνώσης Ξένων Γλωσσών του Υπουργείου Παιδείας, Δια Βίου Μάθησης και Θρησκευμάτων ανακοινώνεται το αναλυτικό πρόγραμμα των εξετάσεων Κρατικού Πιστοποιητικού Γλωσσομάθειας περιόδου Μαΐου 2010 οι οποίες θα διεξαχθούν στις 8 και 9 Μαΐου 2010 για την πιστοποίηση των γλωσσών Αγγλικής, Γαλλικής, Γερμανικής, Ιταλικής, για τα επίπεδα Α (Α1 «στοιχειώδης γνώση» και Α2 «βασική γνώση» σ΄ένα ενιαίο διαβαθμισμένο test), Β1 «μέτρια γνώση», Β2 «καλή γνώση» και Γ1 «πολύ καλή γνώση», Ισπανικής για το επίπεδο Β2 «καλή γνώση» και Γ1 «πολύ καλή γνώση» και Τουρκικής για το επίπεδο Β1 «μέτρια γνώση».

CPE Speaking Test
Participants: Candidates are interviewed in pairs. There are two examiners present: one who asks the questions, the other acts as assessor and doesn't speak during the interview.
Format: The oral test consists of three parts.
This first section of the CPE Speaking exam lasts about 3 minutes (4 minutes for groups of three). In this section the examiner will ask you at least three questions to give you the chance to introduce yourself and for you to give an opinion on a general topic to do with your life experiences, interests etc.
Example Questions
The interview will begin with the examiner saying something like:
Q: Hello. My name is ........ and this is my colleague ........
Q: And your names are?
Q: Can I have your mark sheets please? ........ Thank you.
Q: First of all we'd like to know something about you.

The examiner will then ask each of you a minimum of three questions. For example:
Q: Which place would you recommend a visitor to your country see?

Tips!
You may well be asked questions that could be answered with a brief response. However, try to give full, relevant answers to these questions.
1) Offer more than the bare minimum in your answers.
Q: Which place would you recommend a visitor to your country visit?
A: If someone comes to the Czech Republic they'll obviously want to spend time in the capital, Prague but I'd also recommend visiting Brno. (Don't stop there!) It's in the heart of Moravia and it's full of cultural places of interest. There's a city centre and an old part of the town and they're both full of lovely cathedrals, museums and much more.
Q: Do you think young people spend too much time using technology?
A: Not really, no. It's true that people often say young people are always sitting in front of a computer screen or texting on their mobile phones. But that's how life is now, isn't it? Anyway, I have many friends who play lots of sport so it's wrong to generalise.
2) Offer examples to help you explain a statement.
Q: How important is it to speak English in your country?
A: Speaking English is very important. Children learn it from an early age and many jobs require you to have an English qualification or want evidence that you can communicate in English well. It's not just English though. In my company for example, for business reasons German is also very important.
There are two sections to Part 2 of the CPE Speaking test, which lasts about 4 minutes (6 minutes for groups of three). The examiner will ask you and your partner to talk about a set of visual prompts together.
Example Task
The examiner will say something on the lines of:
Q: Now in this part of the test you're going to do something together. Here are some pictures showing people in different situations.
Q: First, I'd like you to look at pictures A and C and talk together about why these photographs might have been taken. You have about 1 minute for this so don't worry if I interrupt you.
Then after approximately 1 minute:
Q: Thank you. Now look at all the pictures. I'd like you to imagine the following photographs have been collected together for a campaign to encourage healthy eating. Picture A was one of several pictures used in the campaign the previous year.
Q: Talk together about how each of the other pictures might be used as part of this year's campaign and choose one for the front cover of the campaign brochure.
Q: You have about 3 minutes to talk about this.
Notice there are TWO instructions. You are asked to talk about all the pictures first but also to reach a decision as to which one picture should be used for the campaign. This means you're required not only to discuss but also to show your ability to negotiate and collaborate with your partner. You don't have to reach agreement but you must at least work towards this.
Tips!
The discussion will proceed more productively if you work collaboratively on this task.
1. Ask your partner for his or her opinion rather than simply stating your own. Focus just as much on asking some 'What do you think ...' type questions rather than simply making 'I think ...' type statements.
2. When your partner is speaking listen carefully and 'actively'. Show interest in their opinions by responding to comments he or she makes. This might be by showing you agree or disagree with something they've said but could also be to ask them to expand or clarify a comment they've made. For example:
'That's an interesting point.'
'So, when you say ........, do you mean ........?'
'Could you explain what you mean by .......?.'
3. When giving your opinion, accommodate your partner's views when appropriate. For example, depending upon whether you agree or disagree with something you could say:
'You were saying …'
'You mentioned …'
'Thatʼs a good point.'
'Youʼve got a point there.'
'Youʼre absolutely correct.'
'Precisely!'
'I see what you mean but …'
'I see what youʼre getting at but …'
'But donʼt you think …'
Part 3 of the CPE Speaking test lasts about 12 minutes including 2 minutes for each long turn and 4 minutes for the final discussion. Candidate A is passed a card and has to speak about the topic without interruption, either from the examiner or their partner. When Candidate A has finished the examiner asks Candidate B a brief question about the topic. The roles are then reversed: Candidate B is given a different card and speaks for 2 minutes followed by Candidate A who answers a brief question about the topic. At the end of the long turns both candidates participate in a discussion with the examiner about the theme of the two topics.
Example Task
At this stage of the interview the examiner will say something on the lines of:
Q: Now in this part of the test you're each going to talk on your own for about 2 minutes. You need to listen while your partner is speaking because you'll be asked to comment afterwards.
Q: (Candidate A) I'm going to give you a card with a question written on it and I'd like you to tell us what you think. There are also some ideas on the card for you to use if you like.
Q: All right? Here is your card. Please let (Candidate B) see your card. Remember (Candidate A) you have about 2 minutes to talk before we join in.

1. You will only be given a few seconds to collect your thoughts before being asked to make your long turn so you won't be able to plan your talk in detail. However, you will be able to structure it loosely around an introduction, main body and conclusion. Start by making the topic significant by relating it to a topical news story or with reference to an important event in your life. For example:

2. Signpost your talk to help the examiner and your partner follow your train of thought. For example:
'Take the way we produce food for example ...'.
'Then there's/Turning to the kind of food we like to buy ...'
Signpost the fact that you're coming to an end with expressions such as 'So ...', 'As you can see ...', 'To sum up ..'.
3. Listen carefully to your partner's presentation and consider your attitude to one or two of the points made. Then, when the examiner asks for your opinion show you've been listening by answering on the lines of:
'The point (Candidate A) made about ... was particularly interesting. In my experience ...'

Από τις εξετάσεις Δεκεμβρίου στο City and Guilds εφαρμόζονται οι νέες χαμηλότερες βάσεις επιτυχίας
Με πρόσφατη ανακοίνωσή του ο οργανισμός City & Guilds δημοσιοποίησε τα αποτελέσματα της έρευνας για την πλήρη ευθυγράμμιση των εξετάσεων City & Guilds IESOL με τα επίπεδα του κοινού ευρωπαϊκού πλαισίου αναφοράς για τις γλώσσες (CEF).
H έρευνα, η οποία πραγματοποιήθηκε από ομάδα ειδικών ακαδημαϊκών συμβούλων και οργανισμών, ανάμεσα στους οποίους περιλαμβάνεται και το Κέντρο Έρευνας για την Αξιολόγηση των Γλωσσών (CLARE), με έδρα το πανεπιστήμιο του Roehampton, ολοκληρώθηκε με μοναδική επιτυχία και επέφερε μικρές αλλαγές στα επίπεδα Β1, Β2, C1 και C2 για κάποιες από τις οποίες έχετε ήδη ενημερωθεί.
Η πιο σημαντική αλλαγή αφορά στον τρόπο βαθμολόγησης των εξετάσεων. Πιο συγκεκριμένα – σύμφωνα με την ίδια ανακοίνωση του City & Guilds – από τις εξετάσεις του Δεκεμβρίου 2009, θα ισχύσουν νέες βάσεις επιτυχίας.
Ενδεικτικά αναφέρεται ότι στο Β2, το ποσοστό που χρειάζεται να συγκεντρώσει ένας υποψήφιος προκειμένου να επιτύχει στις εξετάσεις IESOL είναι 50% αντί για 55% όπως ίσχυε μέχρι και την εξεταστική του Οκτωβρίου 2009.
